On August 3, 1984, the Group of Seven member-countries approved the Provisional Understanding regarding Deep Seabed Mining. They stipulated for the optionality of decisions of the International Seabed Authority concerning takeover of extracted natural resources. В них фиксировалось необязательность решений Международного органа по морскому дну по отчуждению добытых природных ресурсов.
